Character actor, Douglas Fowley, was born Daniel Vincent Fowley on May 30, 1911 in The Bronx, NY. Fowley died at the age of 87 on May 21, 1998 in Woodland Hills, Los Angeles .
After trying various other occupations in the early 1930s, Douglas Fowley decided to make acting his career and was soon typecast as a villain. As age tempered his characterizations, his villains tended to become bemused rather than plain mean. He was notable as the bellowing movie director in "Singin' in the Rain" and subsequently found ready employers in many TV series.(Source: available at Amazon Quinlan's Illustrated Dictionary of Film Character Actors).
